Hong Kong and explain the position to
him, and I assume that the proposed appoint-
ment of Norton will be kept strictly confidential
until I have been able to send that telegram and
arrange for publication in the usual way.
Norton's salary and allowances as
Officer administering the government of Hong Kong
will be paid from Hong Kong funds; my Department
will arrange the details as soon as I an able to
tell Hong Kong about the proposed appointment.
In the last paragraph of your letter
you raise the question of rank. I entirely agree
will need to
that Norton should be given for this purpose the
rank of Lieutenant-General, and indeed, if you had
not suggested it, I was myself going to ask you to
do this.
It is not possible at this stage to say
for what period Norton will be required to
administer the government. Apart from what may
happen in Hong Kong itself, there is the question of
Sir Geoffry Northcote's health; he is on his way
home now and we do not know how soon he is likely
to be fit for further duty. This, however, need
not be settled immediately, and no specific term
for the appointment will be included in the Dormant
Commission.
